The Department of the Premier in the Western Cape Government is inviting applications for the position of Assistant Director: People Policy. This permanent, full-time role is based in Cape Town (CBD), Western Cape. The successful candidate will lead the development and implementation of evidence-based HR policies and provide expert advisory services to ensure compliance and alignment with workforce needs.

Job Purpose

The Assistant Director: People Policy will oversee the development, implementation, and maintenance of HR policies that meet organizational and legislative requirements. This role requires a skilled professional to engage with stakeholders, drive research, and ensure the policies are adaptable, forward-thinking, and responsive to the needs of the workforce.

Key Responsibilities

Policy Development: Lead the drafting and implementation of HR policies that align with public service regulations and strategic goals.
Stakeholder Engagement & Advisory Services: Provide expert advice to senior leadership and key stakeholders, ensuring policy alignment and fostering collaboration across departments.
Governance & Compliance: Ensure the governance and compliance of all HR policies with labor laws and public service regulations.
Data-Driven Decisions: Perform data analysis to inform HR policy development, identify workforce trends, and adjust policies accordingly.
Management & Leadership: Manage operations, lead a team, and oversee budgets to ensure the efficient implementation of HR policies, mentoring staff to meet divisional goals.

Minimum Requirements

📌 Educational Qualifications:
✔ A 3-year B-Degree (or equivalent) in Industrial Psychology, Labour Law, Public Administration, or a related field.

📌 Experience:
✔ A minimum of 5 years’ experience in policy research, development, and implementation within large organizations or the Public Service.

📌 Additional Recommendations:
Proficiency in labor law application and policy interpretation.
✔ Strong skills in HR systems, business intelligence, and data visualization.
✔ Experience in drafting advisory notes and conducting in-depth policy analysis.
✔ A valid Code B driver’s license.

Key Competencies

🔹 Knowledge & Understanding:
✔ In-depth knowledge of labor law, public service regulations, and governance principles.
✔ Expertise in qualitative and quantitative research for evidence-based policy development.

🔹 Skills:
✔ Strong analytical, problem-solving, and data interpretation abilities.
✔ Proficiency in MS Office Suite, particularly Excel for data analysis and reporting.
✔ Excellent written and verbal communication skills, with the ability to engage stakeholders and draft clear reports.
✔ Capable of working both independently and collaboratively.

Remuneration

💰 The salary for this position is R 444,036 – R 532,602 per annum (Salary Level 9).
