The Department of the Premier in the Western Cape Government is inviting applications for two Chief Human Resource Clerk positions within the Appointments and Compensation division. This permanent role is based in Cape Town (CBD), Western Cape.

Job Purpose

The Chief HR Clerk will play a crucial role in ensuring the effective and efficient administration of employee appointments and compensation. This includes implementing operational procedures, managing people management administration practices, and supervising the overall staff performance to ensure smooth operations within the department.

Key Responsibilities

Administer Appointments & Payroll: Oversee all administrative tasks related to employee appointments, promotions, temporary worker payments, transfers, secondments, and acting appointments using the PERSAL system.
People Management: Supervise and provide guidance to staff, ensuring their tasks are performed effectively and in compliance with policies.
Handle Administrative Enquiries: Address people management-related queries and ensure all related matters are resolved efficiently.
Acting Allowances & Complex Calculations: Process requests for acting allowances and ensure correct and fair compensation in line with established policies.
Supervision & Staff Development: Train, motivate, and guide team members while maintaining high productivity and morale.

Minimum Requirements

📌 Educational Qualifications:
✔ Senior Certificate (Grade 12) or an equivalent qualification.

📌 Experience:
At least 3 years of relevant experience in human resources management, specifically in appointments and compensation.

📌 Additional Requirements:
PERSAL Certification is essential.
✔ Familiarity with acting allowances and complex calculations (including OSD) is highly recommended.

Key Competencies

🔹 In-depth knowledge of human resource legislation including the Public Service Amendment Act, Public Service Regulations, Labour Relations Act, and Compensation for Occupation Injuries and Diseases Act.
🔹 Strong understanding of PERSAL systems and related administrative functions.
🔹 Skilled in conflict resolution, communication (written and verbal), and policy implementation.
🔹 Proficient in MS Office (Word, Excel, PowerPoint) and capable of analyzing and conceptualizing HR policies.
🔹 Proven ability in leadership, planning, and organizing for optimal team performance.

Remuneration

💰 The salary for this position is R 308,154 per annum (Salary Level 7).

Note: Service benefits, including medical assistance, housing assistance, and pension fund contributions, are available for qualifying employees as per applicable collective agreements and regulations.
