The Department of the Premier in the Western Cape Government is offering an exciting career opportunity for a qualified and competent individual to fill the position of PERSAL Controller: PERSAL and Establishment Control. This full-time, permanent role is located in Cape Town (CBD), Western Cape.

Job Purpose

As a PERSAL Controller, the successful candidate will provide specialized support in PERSAL system management and Establishment Control to Corporate Service Departments and Internal Operational Units. The role requires strong numeracy, literacy, computer literacy, and language skills, as well as excellent problem-solving, communication, and analytical abilities. Proficiency in planning, organizing, conflict resolution, and policy implementation is essential.

Key Responsibilities

PERSAL System Maintenance: Create and maintain organizational structures, manage vacancies, and update transactions to ensure the accuracy of salary runs.
Establishment Administration: Manage organizational structures and posts, support vacancy management, audit, and link posts to funding approvals.
User Administration: Provide support and guidance to PERSAL users, ensuring accurate system usage and managing user access based on job functions.
Reporting & Compliance: Provide PERSAL reports and assist with audits, ensuring that all data is consistent and complies with applicable policies and procedures.
Guidance & Support: Offer administrative support on personnel implications from organizational development (OD) amendments and job evaluations.

Minimum Requirements

📌 Educational Qualifications:
✔ A 3-year tertiary qualification (National Diploma/B-Degree or equivalent).

📌 Experience:
✔ At least 3 years of experience in Pay Roll and People Management Transactional Services.

📌 Additional Requirements:
✔ Valid Code B (or higher) driving license.
✔ Completion of PERSAL job-related courses (e.g., Introduction to PERSAL, PERSAL Establishment, PERSAL Salary Administration, etc.).
Advanced Excel skills (including pivots, formulas, and charts).
✔ Expertise in staff matching and placing procedures.

✔ Understanding of people management and financial legislation, including National & Provincial policies and acts related to people management practices.
✔ Expertise in auditing large datasets.
🔹 Skills:
✔ Strong communication skills (both written and verbal).
✔ Ability to interpret policies, research, and network with clients.
✔ Strong analytical thinking and problem-solving skills.
✔ Proficiency in computer literacy and data management.
✔ Excellent planning and organizing abilities.
✔ Capable of presenting and facilitating effectively.

Remuneration

💰 The salary for this position is R 376,413 – R 443,403 per annum (Salary Level 8).

Note: Service benefits, including medical assistance, housing assistance, and pension fund contributions, are available for qualifying employees as per collective agreements and applicable regulations.
