The Department of the Premier within the Western Cape Government has an exciting permanent opportunity for a Supply Chain Management Practitioner in the field of Demand and Logistics Management. This position, located in Cape Town, seeks a qualified and experienced individual to provide essential support in demand and logistics management services.
Job Purpose
The Supply Chain Management Practitioner will be responsible for a wide range of duties within the demand and logistics management process. This includes overseeing procurement planning, expenditure analysis, payment management, and fostering relationships with stakeholders to ensure efficient procurement services are delivered for the department.
Key Responsibilities
✔ Procurement Planning: Prepare annual procurement plans, analyze commodities, and assess market trends to ensure efficient demand management.
✔ Drafting Specifications: Facilitate the creation of specifications and terms of reference for procurement needs.
✔ Payment and Expenditure Management: Supervise and manage the payment process to ensure timely payments, avoiding irregular or wasteful expenditures.
✔ Supervision and Administration: Oversee the management and administration of provisioning and orders on behalf of the department.
✔ Systems Controller Function: Perform a systems control function, ensuring accurate data management.
✔ Capacity Building: Support users in the department, ensuring they have the necessary resources and training.
Minimum Requirements
📌 Educational Qualification:
✔ A 3-year B-Degree/National Diploma in a relevant field.
📌 Experience:
✔ A minimum of 3 years’ relevant experience in supply chain management.
📌 Additional Requirements:
✔ Valid Code B driving license (preferable).
✔ LOGIS certifications (preferable).
Key Competencies
🔹 Knowledge of Financial Norms and Standards, including PFMA, National Treasury Regulations, and Provincial Treasury Instructions.
🔹 Strong understanding of strategic sourcing, procurement policies, and contract management.
🔹 Excellent skills in budgeting, conflict resolution, analytical thinking, and stakeholder management.
🔹 Proven communication and interpersonal skills, with the ability to effectively manage relationships.
Remuneration
💰 The salary package ranges from R 376,413 to R 443,403 per annum (Salary Level 8).
Note: The remuneration includes benefits like medical assistance, housing assistance, and pension fund contributions, in accordance with applicable collective agreements.
