Requirements

• Bachelor’s Degree in Social Sciences/Public Administration/Law (NQF Level 7)
• 5+ years managerial experience at middle management level
• Experience in municipal health, disaster management, or community services
• SACSSP registration (advantageous)
• Valid driver’s license with clean criminal record
• Proficiency in MS Office and public sector processes

Key Responsibilities

• Lead strategic direction for Community Services Directorate
• Manage waste, public safety, environmental health, and recreational facilities
• Oversee budget compliance with MFMA regulations
• Implement Integrated Development Plan (IDP) objectives
• Ensure legislative compliance and stakeholder engagement

Essential Knowledge

• Municipal Systems Act & Finance Management Act
• Public sector governance and performance management
• Policy development and conflict resolution strategies

Core Competencies

• Strategic leadership & operational management
• Financial reporting & risk management
• Governance & public participation expertise
