Transnet Corporate Centre is offering a highly strategic leadership position for the role of General Manager: Localisation & B-BBEE. Based in Johannesburg, this permanent position reports directly to the Group Chief Procurement Officer and offers a competitive grade and reference ID req2716. Position Purpose

The General Manager: Localisation & B-BBEE will be responsible for the development and execution of Transnet’s BBBEE and localisation strategies, ensuring they align with business objectives and national growth initiatives. This role places a strong emphasis on industrialisation within the Rail and Port sectors. The successful candidate will work strategically with various government agencies, state-owned companies (SOC’s), communities, and local development agencies to drive national transformation efforts within Transnet.

Key Responsibilities

  • Strategic Leadership: Lead the development and execution of Transnet’s Enterprise Supplier Development (ESD) strategy, including Localisation and B-BBEE initiatives. Ensure strategic alignment with Transnet’s overarching business goals.
  • Collaboration and Stakeholder Engagement: Collaborate with SOCs, government agencies, departments, and local communities to promote and execute transformation strategies. The role requires consistent engagement with internal and external stakeholders, providing clear communication and coordination.
  • Localisation & B-BBEE Policy and Framework: Ensure the adherence to best practices, policies, frameworks, and protocols regarding localisation and BBBEE. Track, implement, and report on ESD initiatives.
  • Enterprise Supplier Development (ESD): Responsible for managing subcontractor relations, ensuring that suppliers adhere to BBBEE, quality programs, and contractor compliance initiatives. The GM will lead efforts to capacitate SMMEs for effective delivery management.
  • Research and Analysis: Promote continuous research to develop leading practices, tools, and knowledge within the Localisation and B-BBEE fields. Monitor performance and KPIs, providing feedback on areas of improvement.
  • Governance & Compliance: Oversee the execution of governance and compliance strategies within the function, ensuring the business meets legislative, regulatory, and policy requirements.
  • Supplier Management & Development: Create and implement policies and procedures for supplier management, ensuring alignment with BBBEE goals. Support the onboarding and training processes for preferentially selected suppliers.

Qualifications and Experience

  • Education: A Bachelor’s degree in Supply Chain, Law (LLB), Commerce (B.Com), Logistics, Finance, Industrial Engineering, or Economics (preferred). An MBA, MBL, M. Com, or related postgraduate qualification is required.
  • Experience: 15 years of experience in large enterprises with complex business processes, of which 10 years should be at a senior management level. Previous experience in public sector procurement, BBBEE codes of good practice, and SMME development is highly advantageous.
  • Certifications: MCIPS certification would be advantageous, along with a solid track record of driving successful outcomes within cross-functional teams.
  • Additional Requirements: Hands-on line management experience and a sound understanding of the PFMA, PPPFA, and the public sector procurement processes are critical. A valid driver’s license (code 08) is required.
