Role Overview

The selected candidate will be responsible for leading, developing, and managing ICT service delivery between Ce-I and the Department of Agriculture. The role requires strong technical expertise, strategic oversight, and stakeholder engagement to ensure effective service management and alignment with departmental objectives.

Minimum Requirements

  • Educational Qualification:
    • A three-year tertiary qualification (National Diploma/B-Degree) in Information Technology.
  • Experience:
    • A minimum of five years’ experience in ICT management.
    • At least three years in a managerial role.
  • Preferred Qualifications & Additional Requirements:
    • Experience working with LAN and WAN technologies is highly recommended.

Key Responsibilities

  • Leadership & Team Management:
    • Lead a team of professionals responsible for ICT service delivery.
    • Oversee service performance, issue resolution, and workflow efficiency.
  • Strategic IT Planning & Development:
    • Guide the development of departmental IT plans, including capability mapping.
    • Manage and maintain the Applications Portfolio Management Strategy.
  • Stakeholder Engagement & Strategic Alignment:
    • Collaborate with government departments and external stakeholders, particularly the Department of Agriculture.
    • Ensure ICT initiatives align with business needs, user requirements, and overall strategic objectives.
  • ICT Infrastructure & Business Requirements Management:
    • Monitor and manage business analysis, ICT project objectives, and program implementation.
    • Coordinate business requirements for Broadband and Enterprise Network solutions within the Department of Agriculture.

    • In-depth understanding of Public Service Acts, policies, and regulations.
    • Expertise in ICT training, infrastructure, security, and technical standards.

  • Communication & Leadership:
    • Excellent verbal and written communication skills.
    • Skilled in report writing, presentation, and workshop facilitation.

    • Ability to manage stakeholder expectations, resolve conflicts, and negotiate service agreements.
