Job Opportunity: Deputy Head of Sub-District West at eThekwini Municipality
eThekwini Municipality is seeking a qualified and experienced individual for the position of Deputy Head of Sub-District West within the Health Department. This permanent, full-time role is based in Durban, KwaZulu-Natal, and offers a unique opportunity to contribute to the improvement of public health services in the region. Job Purpose:
The Deputy Head of Sub-District West will be responsible for planning, managing, and directing the key performance areas associated with the provision of Primary Health Care services, Environmental Health Services, Community Health Services, and administrative functions. This role is integral to enhancing the overall health and well-being of the community.
Key Responsibilities:
- Research and Best Practices: Conduct research into best practices related to Primary Health Care services, evaluate the appropriateness of policies and procedures, and update procedure manuals accordingly.
- Personnel Management: Direct and oversee the performance and productivity of personnel within the section, ensuring efficiency and effectiveness in service delivery.
- Strategic Planning: Lead and conduct strategic planning workshops focused on disease prevalence, such as HIV/AIDS, and present findings and planned interventions to key stakeholders.
- Environmental Health Strategy: Manage the Environmental Health strategy and service delivery, setting clear short- and medium-term objectives.
- Nursing Services Strategy: Develop and implement strategies for providing comprehensive Primary Health Care services through effective nursing management.
- Occupational Health and Safety: Oversee the implementation and maintenance of an effective occupational health and safety system across the sub-district.
- District Health System: Plan and coordinate strategies related to the District Health system.
- Business Plans and Funding: Compile business plans for funding from national and international agencies, securing the necessary resources to achieve health objectives.
- Administrative Management: Handle administrative and reporting duties, including preparing health-related reports and managing budget requirements.
- Poverty Alleviation Projects: Plan, develop, and implement poverty alleviation initiatives to benefit the community and improve health outcomes.

- Financial Management: Experience in managing budgets and controlling expenditures.
- Strategy Development & Implementation: Ability to develop and implement effective health strategies.
- Organisational Awareness: In-depth understanding of the structure and functioning of the municipality’s health services.
- Service Delivery Orientation: A commitment to delivering high-quality health services to the community.
- Action and Outcomes Orientation: Focused on achieving measurable results.
- Direction Setting and Impact: Ability to set clear goals and influence others toward achieving them.
Essential Requirements:
Candidates must meet the following qualifications and experience:
- Bachelor’s Degree in Health Sciences (NQF Level 7).
- Current registration with the Health Professions Council of South Africa (HPCSA) or South African Nursing Council (SANC).
- A valid motor vehicle driving license.
- 8 years of experience at a management level, with at least 3 years in a senior management role.
Preferred Qualifications:
- This position reports directly to the Head (Health) of the department.
