eThekwini Municipality is looking for a motivated and skilled individual to join their Outreach and Capacity Building Department as a Project Officer. This permanent position, based in eThekwini, KwaZulu-Natal, offers an exciting opportunity for those passionate about socio-economic and youth development projects.

Job Purpose

The Project Officer will play a key role in coordinating, facilitating, and implementing skills development projects that address critical socio-economic issues and promote youth development. The successful candidate will work closely with the Project Manager to ensure the effective execution and management of projects that benefit the community.

Key Responsibilities

  • Project Coordination & Implementation: Ensure smooth coordination and implementation of community development projects on behalf of eThekwini Municipality and the eThekwini Municipal Academy.
  • Stakeholder Engagement: Communicate effectively with stakeholders, developing strategies and implementation plans for project activities and visits.
  • Project Support: Provide continuous support to strengthen ongoing projects, ensuring they meet their objectives.
  • Resource Procurement: Manage procurement of services and resources required for the successful delivery of project goals.
  • Monitoring & Evaluation: Administer and update monitoring tools for all projects. Regularly evaluate project progress, inspect site processes, and report on project developments and expenditures.
  • Administrative Support: Coordinate all administrative requirements and maintain regular updates in the operations room to ensure project efficiency.

Required Competencies

  • Research & Analysis: Strong skills in gathering and evaluating data to inform decision-making.
  • Socio-Economic Awareness: A deep understanding of socio-economic and socio-political issues.
  • Strategic Planning: Ability to formulate and execute strategic plans for project success.
  • Program & Project Management: Proven experience in managing and delivering projects efficiently.
  • Financial Management: Strong budgeting and financial tracking skills.
  • Interpersonal Skills: Excellent communication and relationship-building abilities.
  • Problem-Solving: Ability to proactively identify and resolve issues.

Essential Requirements

  • Education: A Diploma (NQF Level 6) in Public Management, Public Policy and Administration, or Public Administration.
  • Project Management: A Project Management Certificate.
  • Experience: A minimum of 3 years of relevant experience in project management, learning, and development.
  • License: A valid motor vehicle driving license.

Preferred Qualifications

  • Higher Education: A Degree (NQF Level 7) in Community Development, Public Management, Public Policy, or a related field.
  • Additional Experience: 4 years of relevant project management experience.
  • Further Training: A National Certificate in Occupationally Directed Education Training and Development Practices (OD-ETDP) (NQF Level 5) is a plus.
