Role Purpose

This role requires an innovative thinker with strong data analytics expertise to develop and maintain data pipelines, workforce insights, and strategic reporting that support evidence-based decision-making within the Western Cape Government.

Minimum Requirements

  • Educational Qualification:
    • A three-year tertiary qualification (Bachelor’s Degree or equivalent) in Data Analytics, Statistics, Information Systems, or Business Administration.
  • Experience:
    • A minimum of five years’ experience in a people analytics or data analysis role.
    • At least two years’ experience in a leadership role with project management, team mentorship, or decision-making responsibilities.
  • Preferred Qualifications & Additional Requirements:
    • An Honours Degree is an advantage.
    • A valid Code B driver’s license.

Key Responsibilities

  • Data Management & Analytics:
    • Develop and maintain data pipelines, extraction, transformation, and loading (ETL) processes.
    • Ensure data quality, integrity, and compliance with regulations such as POPIA and GDPR.
    • Use predictive analytics, data mining, and statistical modeling to generate insights on workforce performance, engagement, and retention.
  • Strategic Reporting & Dashboard Development:
    • Design and implement interactive dashboards using Power BI, Tableau, or similar tools.
    • Automate reports and create standardized templates for effective decision support.
  • Workforce Insights & Organizational Strategy:
    • Provide strategic advisory and stakeholder engagement by aligning analytics with organizational objectives.
    • Train stakeholders on data interpretation and usage for workforce planning.
  • Project & Operational Leadership:
    • Oversee people analytics projects, ensuring alignment with business needs.
    • Provide mentorship and leadership to team members to foster a high-performance work culture.
    • Track and monitor project progress, risks, and key performance indicators.

Key Competencies & Skills

  • People Analytics & Workforce Planning:
    • Expertise in HR metrics, workforce planning, and organizational strategy.
  • Data Governance & Security:
    • Strong knowledge of data compliance, privacy regulations, and ethical data usage.
  • Technical & Analytical Expertise:
    • Proficiency in programming languages such as Python, R, or SQL for data automation and analysis.
    • Experience in predictive modeling, statistical analysis, and data visualization tools.
  • Project & Stakeholder Management:
    • Ability to manage analytics projects and communicate findings to diverse audiences.
    • Strong stakeholder engagement and decision-making skills.

Salary & Benefits

  • Annual Salary: R444,036 – R532,602 (Salary Level 9)
