Minimum Requirements:

  • Educational Qualification: Matric/Grade 12, with a Bachelor’s degree (NQF Level 7) in Political Science, Public Policy, Economics, Law, or a related field.
  • Experience: 5-7 years of experience in a legislative, parliamentary, legal, public sector, or related environment.
  • Skills: High-level communication and writing skills, proficient in computer applications (MS Office), and excellent time management abilities.

Primary Function:

The Manager: Policy and Planning will oversee the development and implementation of policies and strategic planning efforts for the Executive Mayor and Mayoral Committee. The role requires close collaboration with senior management, legislators, and stakeholders to ensure the city’s priorities are successfully achieved.

Key Performance Areas:

  • Support the Assistant Director: Policy & Planning in providing strategic advice and policy recommendations to the Executive Mayor and Mayoral Committee.
  • Lead the Integrated Development Planning processes and ensure strategic alignment across all departments.
  • Develop and nurture stakeholder engagement strategies to build trust and foster collaboration.
  • Oversee and manage research projects, ensuring they align with the city’s strategic goals.
  • Ensure compliance with relevant legislation, manage risks, and uphold the city’s policies and procedures.
  • Manage resources effectively, in line with the legislative framework.

  • Proficient in project management and communication.
  • Ability to work autonomously and effectively manage time and resources.
  • Strong confidentiality management and the ability to interact with senior officials and external stakeholders.

Core Competencies:

  • In-depth knowledge of local, provincial, and national political landscapes.
  • Strong understanding of legislative frameworks and public policy dynamics.
